The Encina Wastewater Authority (EWA) is a public agency located in Carlsbad, California. EWA provides wastewater treatment services to more than 400,000 residents in northwestern San Diego County. EWA’s facilities and services are essential for protecting the local ocean environment, preserving public health, and providing recycled water resources for the region. Enterprise Automation has provided sole-sourced automation and integration services to EWA since 2017 as part of a five-year professional services agreement.
EWA’s SCADA and controls system had grown over time through numerous contractor projects, to the point that the condition of the system was not clear to the operations team. Many of the projects and upgrades also lacked documented justification, which failed to give insight into the system’s condition. As one of the first steps towards a multi-year plan for automation projects, EA engineers spent weeks on-site investigating and documenting the status and condition of the system.
EA documented the condition of the controls network, as well as the condition of all control panels including pictures and drawing reviews. Engineers collected and stored site programs for easier access and review. The EWA staff received a final report summarizing the findings. This report was instrumental in planning capital improvement projects and requesting funding for them from EWA board members.
